Mid Michigan College is dedicated to providing equal opportunity and seamless accessibility across all educational and administrative services, programs, and activities. This commitment ensures that our web presence, mobile applications, course content, and digital platforms are accessible to all individuals, regardless of ability or circumstance. By proactively identifying and removing informational barriers, we foster an inclusive environment that supports the success of our entire campus community.

Policy Statement

To ensure equitable access for all community members, including students, employees, and visitors, Mid Michigan College shall adhere to the standards of Section 508 of the Rehabilitation Act of 1973 and Title II of the Americans with Disabilities Act. Effective April 24, 2026, the College will officially adopt Web Content Accessibility Guidelines (WCAG) 2.1 Level AA as our technical standard. This adoption shall govern the procurement, development, and maintenance of all electronic information technology utilized in our educational and employment activities.

Scope

This policy applies to all digital services and content owned or operated by the College, including, but not limited to, the following.

  • College Website | All Public-Facing Web Pages and Interfaces.
  • Learning Management Systems (LMS) | All Course Materials hosted on platforms such as Moodle.
  • Digital Course Materials | Emails, Presentations, Lecture Notes, Recorded Media, Assignment Prompts, etc.
  • Student Services | Registration Platforms (Self-Service), Applications, Financial Aid Forms, etc.
  • Third-Party Apps/Tools & Social Media | Content posted to YouTube, Facebook, Instagram, LinkedIn, etc., as well as external tools like Zoom, JotForm, and publisher platforms.

Digital Accessibility Adoption & Training

The College, effective April 26, 2026, will adopt and transition to Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards across all departments. Maintaining these standards is vital to ensuring equal access to our educational and administrative services while mitigating legal risks and communication barriers. To aid in this transition, the College will provide support and training. Additionally, to ensure that members of the campus community have the most current information and resources to help facilitate digital accessibility, the College maintains an Accessibility website. The webpage contains information on this policy, the technical standards adopted, principles of accessible design, training resources including videos and printable materials, as well as information on how to report accessibility barriers. Information and materials housed on the accessibility webpage are reviewed and updated regularly as the College continues to broaden and comply with digital accessibility standards.

Roles & Responsibilities

  • Faculty | Ensure all course materials (syllabi, PDFs, videos, etc.) meet digital accessibility standards.
  • Strategic Communications | Oversee the accessibility and accuracy of the College’s website, midmich.edu, and official social media.
  • Information Technology | Manage the procurement of accessible software and hardware.
  • Human Resources & College Administration | Ensure all official forms, policies, email
    communications, and internal documents are compliant.

Web Content Management

As the College’s primary communication tool, midmich.edu, the Mid website must maintain rigorous accessibility standards. While the Strategic Communications team provides oversight, digital accessibility is a shared responsibility. As such, prior to requesting Strategic Communications to update or place new content on the College’s website, individuals should complete the following.

  • Pre-Publication Review | Before submitting updates or new content, departments should review and confirm that all materials meet the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA standards.

Strategic Communications conducts yearly audits to verify content accuracy and compliance. Pages/Content found to be non-compliant must be remediated promptly; otherwise, they may be removed to protect the College’s accessibility standing.

Strategic Communications, as well as the Accessibility Coordinators, can offer guidance. However, individual content creators remain responsible for the accessibility of their
materials.

Procurement & Vendor Requirements

Mid will not procure, renew, or license digital products that fail to meet WCAG 2.1 Level AA standards. Our procurement process ensures that all hardware and software purchases are vetted for accessibility through the following requirements.

  • Contractual Obligations | All technology contracts must require vendors to comply with College technical standards, promptly resolve accessibility complaints, and hold the College harmless from claims related to inaccessibility.
  • Documentation | Vendors may be required to submit accessibility testing results and written verification, such as a Voluntary Product Accessibility Template (VPAT).

Reporting Accessibility Barriers

When accessibility barriers are discovered, individuals are encouraged to file an Accessibility Barrier Report. To make reporting of inaccessible web content easier, the Strategic Communications team has placed a link at the bottom of each web page that routes to the Report Form. Further, within the College’s online learning management system (Moodle), a similar link is available at the bottom of each page that routes to the Report Form.

The College understands that despite continuous efforts, barriers to accessibility can emerge and can only be redressed when brought to the proper College Officials’ attention.  Reported barriers are directed to the proper College Official with oversight. Typically, the issue is addressed within three (3) business days of submission of the report. If remediation cannot be accomplished within this time frame, the College notifies the Reporter of the status of the remediation, the time frame that is anticipated for completion, and viable options for equally effective alternate access. Filing a Formal Grievance

Mid has adopted internal grievance procedures which provide a venue for a prompt, equitable, and impartial resolution of grievances alleging any action prohibited by the Americans with Disability Act of 1991, Section 504 or 508 of the Rehabilitation Act of 1973. These procedures apply to complaints of inaccessibility or discrimination/harassment on the basis of disability. They pertain to all members of the campus community, including students, faculty, staff, employment and admission applicants, vendors, contractors, and third parties.
